The dispatcher gently comforted him and suggested he write letters to his mother and send them with red balloons so she would \u201csee them and know she is loved.\u201d<\/p>\n

Sam followed the advice, writing letters each month, but never received a reply. He called again, and the dispatcher continued to encourage him while quietly looking into the family\u2019s situation.<\/p>\n

Later, police officers even showed up with red balloons to support the boy and encourage him to keep writing.<\/p>\n
